The voter always wins!
HOW does it work?
You get to vote for more than one candidate, and by ranking your choices you show your preference. Your vote counts even if your first choice does not win a majority.
The voting process is only slightly altered, as you would make your choices. What is significantly different, is how the votes, once registered, are tallied. The counting assures greater representation for all, and and gives a much clearer picture of what voters think and want.
This process is unrelated to the current Electoral College system, and would be beneficial with or without it.
There are several system to enable Preferential Voting.
Each one has positive points. It would be possible for different states to adopt different methods to see which gains most acceptance.
